Taipei for sure. As they mentioned above, Taipei is a very foreigners-friendly city, you won't have problems here. And there are bars, clubs, night markets and other stuff to do at night but it's super safe for everyone so you won't have to worry about anything even walking in the Da'an forest park at midnight. And as far as I know, there are good korean restaurants in Taipei, so even if you don't like the food here you won't get starved to death.
Other city would be great for you too, Taiwan is quite an international country where most of the ppl speak English (well mostly younger ones). The new mayor of Kaohsiung is also promoting English there, so I assume that there's nothing to worry anyway xD Even the traditional kind of transportation has their English guide, so fear not being a foreign traveler here in Taiwan!
And by the way (if the profile photo is you,) you look every Korean, so you don't have to worry about the thing he says above, we can tell if you're Taiwanese or not lol. And some of the restaurants or even the owners speak Korean in order to make money from every customers (at least I know some in the old street of Jiufen).
